In providing the services for Capacity Building, ICT carries out a diagnostic study of the client organisation and the business environment in which it operates. Based on the findings of the diagnostic study and analysis, areas are identified that need strengthening to enhance the quality of operation and performance of the client institution. These areas generally fall into two categories:

a) Development of skill or competence.
b) Requirement of working or infrastructure facilities for improved operation and performance.

In sum, ICT provides services for creation of an enabling environment with appropriate policy and legal framework, institutional development, including community participation and private-sector involvement, as necessary, and human resource development and strengthening of managerial system.  

ICT has provided these services in various sectors such as roads and highways, urban, environment etc.
