Dr. Mahesh Kumar has a Bachelors Degree in Civil Engineering and a Master of Technology in Civil Engineering. He also has Bachelor of Legislative Law and Doctor of Philosophy degrees. He was associated with Public Works Department (Building & Roads) since 1983 and has rich experience in Public Private Partnership projects of highways. He was involved in National Highways Development Programme Phase-III of Govt. of India and grounded projects of 1724 km. He was first to introduce electronic tendering for the Govt. of Haryana in 2007.
